Can someone explain what this means in practical terms?

Yes
The sensor itself has been
enhanced so that it has more low light capability and an f/8
maximum aperture capability as opposed to the previous f/5.6
My guess is the max is its ability to hit focus at F8,does that mean it would be impossible to close down to the next setting and hit focus ever?

I think the camera would autofocus on f8 automatically, but the tasks the photo at whatever aperture you have the camera on.

Auto Focus is done when the lens is wide open. When you put a large telephoto lens on the widest aperature get smaller, add a 2X teleconverter and you can get close to f8 when it's wide open. The darker the scene the less contrast, which is basically what AF works with.
