There are 2 ways of doing this.
1. Guess the amount of rotation needed (can be tricky)
2. Use the ruler tool to draw a line along the horizon. Then go to image->rotate->arbitary
the angle of fiddleness will be extracted from the ruler and applied auto smatically

Use the measurement tool, and make a line that runs exactly along whatever you want to straighten.
From the Image menu, select Rotate Canvas, then Arbitrary.
The correct value will be filled in already! Just click OK.
you can either draw a box using the crop tool and hover over one of the corners til you get a double ended arrow and this will allow you to rotate the box to get the horizon level or you can use the ruler which is in with the dropper tool (click and hold down the tiny arrow next to the dropper tool to get the options up). Drag a line along the horizon, go to, image/rotate/arbitrary and click ok, and it will rotate, you then have to crop away the white areas caused by the rotation
