Can anyone tell me what's wrong here?

Firstly this is not my photo, but I have permission to use it.
We went to a graveyard the other night and one of our club took this shot. Leaving aside white balance the photo is full of red and blue pixels - more so on the original than show on here. My first thought was noise, but EXIF says ISO 400, 40 sec at f8. I wouldn't have thought that noise should be a problem on those settings. Camera was an Olympus E500 with centre weighted metering.

There were half a dozen of us with all sorts of cameras, but this Olympus is the only one to give results like this. I don't understand Olympus, and don't know if this is camera related or not. Does anyone have an idea what is going on?

What were the settings (ISO, aperture, shutter) of similar photos which didn't suffer this problem? The reason I ask is that a sure-fire way to increase noise is to under-expose the image and then boost the exposure on the computer. I'd be surprised if the camera could do a 40 second exposure in an automatic mode, so maybe this exposure was judged manually and it was simply wrong. Comparison with other exposures taken in the same conditions may help rule this in or out as a possible cause.
 
Most likely as Stewart says above.
 
Really as Stewart said is this SOOC or has it been processed, my gut is that it's been processed and that is the reason for the noise there is a very clear lining on the sky which makes me think its been processed and the exposure pulled up...

Pull an exposure up far enough and you'll even make a 1DX at base ISO look just like that
 
The settings for similar photos were similar to this. However I was using a 5d3, and quick googling seems to show that this is a bottom end camera that might have low light problems. This was in manual mode - the camera will take exposures up to one minute before BULB mode needs to be activated. This hasn't been played around with on the computer - this guy is one of our newer members and is still learning the ropes.
I tend to think it's noise - after all the camera and lens only costs £200 or so; maybe the conditions were more than it can cope with!
 
Long Exposure Noise!:)
Some cameras have a long exposure noise reduction facility on them which will help!
 
Here's one of mine taken from next to where he was standing. Settings are almost identical. All I've done to this is play with white balance. The light sky is the lights from the distant town. I still think it's a noise problem from a bottom end camera!

Looking at the reviews for the E500, we are talking about a camera that came out in 2004, and 400 is actually its highest native ISO all others are extended range, so truth be told it doesn't surprise me its noisy, now it also had a CCD type sensor how true it is or not I've no real life personal knowledge but I have read in the past that CCD have a greater perpensity to generate noise on a long exposure due to over heating
