Yes
As per the title, I have an old s775 based system currently running a Wolfdale dual core processor (overclocked to 4GHz) and 4GB RAM.

I'm wondering if LR3 and PSE7 would benefit from an extra 4GB RAM and a processor that's slower in speed but with 2 more cores - such as an old Q6600/Q6700 running at say 3.4GHz, or a slightly more recent Q9550 at say 3.8GHz?

To be honest your current system should be fine.

I used to run a core 2 duo 2.2Ghz with 2gb RAM and Photoshop CS5 worked fine.
That said I did upgrade to a Core 2 quad (Q6600) with 8gb RAM for some cheap headroom.

Thanks. LR3 seems a little slow to start (but is fine once it's up) and I wasn't sure if more cores and/or RAM would make any difference.

Did you notice much improvement in PS CS5 after your upgrade?

Only when doing some extreme filter/plugin actions to large files, but for the basic stuff not really much difference.

I'd make your next upgrade to an i5/i7 based system. It's not worth spending any more money on the LGA775 platform.
I went from 3gb ram and a C2D to 8gb and an i52500K, the extra RAM is useful when making large panoramas, and the extra processing speed makes everything considerably more responsive.
