i imagine as it grew in popularity more inexperienced/ill equiped people were trying it and without proper safety precautions / staff in place it is a bit risky.

It's been going since 1885, the event has spawned many similar events across the country which are continuing. I think what you say is correct Neil. it's probably due to insurance costs rising and it's become unviable.

It's a similar situation to the "cheese rolling' that's held near Gloucester every year. It's been banned in the past but that's not deterred anyone!
 
Even for the BBC that's a remarkably thin article.

I stopped reading when they lurched off into blaming alcohol "erm, it changes your cold perception, but not much, certainly not enough, oh look, lots of people who drowned had been drinking......". Possibly because summer is a popular time for both outdoor drinking and drowning.
