Bright sunny days and exposure

Hi all, after some advice here.

Was taking some pics of a family friend on a hot sunny day and found some of the pictures come out like this.

AV mode
F11

ISO - 500 (auto)
0 Exposure comp
Partial metering
flash off
white balance - daylight
One-Shot AF

Should i have upped the F number? which would have resulted in a slower shutter? which for dancing may cause some problems.
Manually set ISO?
Used exposure compensation?
 
I would guess the exposure compensation would of helped with this.

Being partial metering is a good choice but there is alot of dark, ie the top, background etc, and not much light tones ie the face and arms. so the camera has picked the middle ground and blown the highlights out.
 
Looks as if it was really bright with no shade. I'd have perhapds looked at underexposing the whole scene slightly whilst introducing a spot of 'fill flash' (not balanced fill) on the main subjects. Alternatively, a diffuser on the left may well have cut down on the light and the harsh shadows across the face caused by the subjects arms
