Yes
I have a wedding booked for next year and the bride has told me today that I won't be able to use flash as it gives her terrible migraines.

With weddings I tend to use flash sparing anyway, but i DO use it during the day if I need a bit of fill in. Also, tends to be the main light source at the evening function part of the day.

Does anyone know of a camera mounted continuous light source which can be diffused, yet give a similar power output to an SB28 or similar?

For outside shots the obvious answer is a reflector and natural light

indoors for evening shots, it'd be worth talking to the DJ (if any) as i have in the past shot the first dance entirely by follow spot light instead of flash (although it would definitely be worth clarifying expectations with the client, as you are going to have to use very high iso so noise is inevitable )

No.

As in I know for a fact that they don't exist.

The power kicked out by an SB28 is enormous. If you had a continuous light that bright then you would need a very large power source. Plus probably independent cooling ;)

I do some work for a firm that sells LED lights and although I'd be very happy to take your money they would provide much more "gentle" illumination than a speed light.

As for fill....go out on a bright sunny day and turn a 1,000w security light on. You won't spot them. No continuous light can compete with the sun unless it comes on its own truck :(
