what normally happens at above sale times in dedicated camera shops? i would like a new lens, maybe two if good discounts are offered at these times. i'm a newbie to photography so haven't taken notice previously.

All the best sale bargains are on the web at that time but you have to sieve through the rubbish. Still better than going to a shop though.
Have a troll through the sites and register with a few, they usually send you an e-mail when sales are about to start or bargains are on offer.
This way you get a jump start on the other punters!
 
The big chains advertise things they only have one of, I was 3rd in the queue at PC world a few years ago for a graphics card, it was a £300 card for £99

I ran to the graphics cards, looked and there were none so I asked the sales guy, his immediate response was "we've sold out"

I pointed out I was 3rd in the door and there were none on display , I pushed the point and reluctantly he said i'll have a look out the back where amazingly he found one.

for the most part it's a con, if they are "giving them away" there'll only be one and you'll be really lucky if you get it
 
Historically I've never seen lenses (not current ones at least) ever being on 'sale'. These things never really go out of date (unless they're being replaced) so retailers/manufacturers never feel the urge to shift stock. They tend to have sales on camera bodies, compacts, assessories and items they've overstocked for the Xmas period and were never sold.
