Quick guide - load your pic into (say) CS2.

Press CTRL+A (Select All)
Press CTRL+Alt+[ (Contract)
Enter desired border width and click "ok"
Press CTRL+LSHIFT+I (Invert Selection)
Press CTRL+X (Cut)
Press CTRL+V (Paste to new layer)
Select the new layer (which now only contains the image 'border'

Then:
Select the Eraser tool.
Rub out the bits you don't want to be extended into the border.

Or:
Use the magnetic selection tool.

i am working in ps7 is it much differant ?

not different at all I reckon...I don't understand the need to contract the image? Just need to duplicate the image and put a frame on a layer in between the two image layers, then you can cut out the bit you want to be popping out of the shot, you can erase parts in either the top layer or the border layer...I use a layer mask to do this job, feels more complicated than simply erasing at first but its a technique well worth spending the time to learn and as you have time on your side then I would try it and see. Also, a drop shadow is usually needed to add to the effect. This has a to be a try it and see thing, a lot depends on the photo you are using to start with :)

One I did yonks ago for one of kenco1964's pics...

There are so many different ways to tackle this, GfK's explanation is as good as any, but all methods involve a little manual messing about to get a good result. All you really need is for the bit protrudng from the frame to be a floating layer.... so pretty well any reasonable software will do the job. :)

doh! lol, I would feather my selection by a couple of pixels to soften the cut out edge ;)
