Depends on the quantity you need - most of the suppliers I use they are sold by the box - usually 100 or 125 per box
I have used defenda - www.photomart.co.uk do really good ones - and you can buy most of the other photographics bits you need at the same time - so getting to a good value to cover shipping is quite easy!
Also, have a look in your yellow pages at stationers - or packaging suppliers - will probably be more expensive but no minimum orders or postage.
