Which software is best for complete novice? And which books/tutorials to go with it?

General photos really, mostly of my children. Up to £100

There is lots of software out there as you are probably realising. I'd suggest you keep it fairly simple, and to that end I'd suggest you look at Photoshop Elements. It has both easy and " Advanced" options so you can decide which you want to use and when. Plus there are lots of video's an books out there. You can download a trial version (30days) from the Adobe site so you can see if you like it or not
 
PSE11 is a good suggestion. Look for the best deal, Amazon etc.
 
It depends a bit on what you want to do with the photos, if it's just a little tweek of colour exposure etc have a look at picassa (free) or lightroom (not so easy but much better, and not free) if on the other hand you want to do tricky stuff like swopping skys or heads about look at gimp (free) or photoshop.
 
Lightroom definitley for your budget, chances are you don't want to do masses of editing but want to improve the colour, contrast etc. The advantage of lightroom is it's ability to catalogue your photos. It's a full image management system, not just for enhancing photos.
 
Lightroom 5 is about twice the price of PSE11. While I use LR5, I suggest if as you say, you only are at the stage of taking family photos, your volume of images doesn't justify LR. Free software is fine but if you want to spend some cash, then I suggest you have more support in the form of books and forums with Adobe PSE11.
