Best filter for daylight slow shutter shots?

I'm wanting to do a few slow shutter shots on water to get the misty effect, but I know the long exposure will cause the picture to be white so was wondering what lens filter is best?
 
10 stops are most common, either a screw in or square slide format

LCW do a good 9 stop screw in, Haida do a 10 stop.

For slide in, lee big stopper and hitech pro stop are the two main contenders.

If you go for a slide in, then you will also need the associated holder and lens adapter. They are much easier to work with though..

Many cameras will struggle to focus with a 10 stop attached, so with screw ins, you need to focus before attaching the filter, but then you run the risk of defocusing the lens when you screw it on.
 
You will need a nd filter but the strength will depend on the strength of the daylight. Usually to get a slow enough shutter speed of say 1-2 seconds for the misty water effect in daylight you will need a 10 stop filter
