Best budget camera for videography?

I am considering to buy a camcoder for youtube videos.. Budget is like 100-200 pounds.

Can anyone suggest a good camera for recording videos and that has great result in low light as well.

How about the canon eos-m? It's not a dedicated camcorder, but is pretty good for video, plus you get the option of using different lenses in future. £199 from Argos...
