Bag for cycling with minimal kit

Hi, I am looking for a rucksack that will keep my DLSR dry from the elements. It may be getting a 70-300 lens at some point and I would like to have a bit of room for drink and food, repair kit etc.

Any thoughts?

I wish a bag company would do a biking/hiking specific camera back pack
One with a slot for a bladder with guides for a tube, easy side access, rugged with a good strapping system and and back channels for avoiding overly soggy back, lightweight and waterproof.

can't be that hard!

I use an ordainary Tog 24 back pack, pockets on the outside for drink couple of pockets inside for snack sarnies but I always wrap the camera in a hand towel
