I don't know arc soft, but if it lets you add layers all you have to do is duplicate the layer, convert it to b&w and then use the eraser tool to rub out the bit you want in colour.

Like this.

Just had a quick look at the Arc Soft web page. I assume you have a version of Photoimpression software. If so then I think it's a fairly basic package, that allows some adjustments to the image but it's not a manipulation package, such as Photoshop or Elements..I don't think it will do what you want.

Try downloading a copy of the GIMP. It's a free program that is a bit like Photoshop, and has a number of similar features.. There are also a number of tutorials out on the web for it, so that should help.

Alternatively you could splash out and get a copy of Photoshop Elements. The good thing about a lot of Adobe products is they have 30 day trial versions, plus there are a lot of books available to support the products.

As Strangeways has said it's not that difficult to do the type of image you want to do. I'd do it slightly different. I'd copy the main image onto a separate layer. Then desaturate, but not take it all the way to monochrome, just leave a hint of colour. ( It's just my preference ) Then I'd use a layer mask to create the effect. May sound complicated but it isn't...Honest

Google Photoshop and Layer masks, you'll get some tutorials on how to do it. I think The Gimp works in a similar way to Photoshop on this. Can't be sure as I tend to use Photoshop myself.

Elements 8 has a sort of quick fix way of doing this (saw a demo yesterday) I was supprised how well it worked for a fairly cheap package.

thanks i got gimp and photo shop but i prefer arc soft for what i use it for
