I guess it's something to hold a camera to something? But I can't work out what that 'thing' would be?

Any clues - it's come out of my father-in-law's garage!

That. Is an old cine pan and tilt head. Pretty useless for still cameras
Could have been made any time from the 1930's to the 60's
