Any suggestions on fixing waves in panoramas?

The image stitches nicely, but... of course the waves are out of phase on each shot. I tried blurring it, even trying to glass/fog the sea, but it still looks ****.

I can never get heal or clone tool to work for me.

This has to be a common thing to fix, but my google foo is weak at the moment.

In photoshop you can rotate the clone by 180 degrees so if you started cloning at the join with the source rotated you could mirror from one side of the join to the other which might look better.
 
Stitching moving objects is always problematic.
Depending on your stitching program, outputting as blended layers gives you more chance as you can move the seams by altering the masking in Photoshop.
However many stitchers are take it or leave it. So then cloning is the only option.

The real solution is to take multiple shots when you are at the scene. That's not always possible if you don't know you are going to stitch them. I would have taken a dozen shots of each frame to increase the chances of finding a good merger.

With waves that is true. Waves come in waves and tend to repeat themselves. shooting a burst at each position gives a far greater chance of finding a reasonable match. the blender should do the rest. it may not be perfect but it should look true enough to life.
 
An obvious solution here was to use slower shutter and you wouldn't need to worry about any waves at all. Or at least take a few more frames. I could probably still get somewhere with a bit of cloning but to be fair this is not a great starting point.
 
Have you tried the content aware tool, in its full format, you can delete the parts you don't want it to copy from, probably long winded, but may do it.
