I think I can see what you mean. Did you have a filter on the lens?
 
You're referring to the stuff just behind the front wheel? Looks like lens flare to me.

BTW, what is the car? I've been trying to place it.

Yeah, I think that is all it is. Could even be a reflection off a camera lens!
 
Looks like flare to me - were you using a decent lens-hood?
A UV filter will, under these circumstances and if not shielded properly, cause more flare than if you'd shot without as it sits 'further-out' from the front element which is usually recessed slightly.
 
Looks like reflection off the chromed wheels to me

I belive it's a Vanwall from the 1950's.
