The displacement filter in PS will allow you to make an overlaid layer map to the contours of another. Never really tried using it in anger myself.
Or if you want to do it manually, get stuck in with the liquify and warp tools. When you're in the liquify window, check the little box for show underlying layers so you know where you are in relation to the rest of the image.
