Advice on Canon 7D

What are you focusing on? Is it failing to focus on something with well-defined edges like as house or a person (it should get lock easily), or just on something like clouds, which can often confuse AF?

I know it would be difficult to autofocus on a clear blue sky for example, but that's not the issue here. It's mostly failing to focus on anything, except well defined things in the foreground. At infinity, it struggles to focus on anything, even well defined landscapes.
 
May be one of the focus areas has failed. I'd try the centre point first, then work around the others.
