Ok, being researching this for a few weeks now and still none the wiser.

Looking for a action cam that can be used both indoors in low light venues to record music and also outdoors as a action cam.

Any recommendations please?

The GO-Pro isn't great in low light - It depends on your version of usable....
Personally, I'd use a action cam as a action cam & a video camcorder for low light.
NONE of the ACTION CAMS are that good in low light (they are only OK) - the sensor is TOOO small.

What are you calling low light exactly? I use the Gopro hero 3 Black edition in pretty low light and it works well.

Example: My dyno cell.

Underwater:

The hero 1 and 2 was useless in low light, but the black edition isnt too bad at all. The newer one I believe is better still.

Places like music venues or pubs that play live music, something like this
.

Agreed about the low light of action cams, the GoPro Hero 3+ Black Edition is probably one of the best but still not brilliant. As an action cam though it is probably the best around in terms of quality, available mounting options, etc.
