How do you, and when do you use the colour sampler tool found in Adobe Camera Raw

Do you mean the white balance tool? Select any neautral colour like a white, Grey or black and the image colour will be corrected. Maybe I have the wrong tool?

Definitely colour sampler, its in the top row and is an eye dropper with a target symbol besides it

Clicking on the image in different locations gives the RGB numbers for that area - but is this all it does ? -- if yes where and when would I be likely to use that information

You would use it the same as in photoshop to set the colour values

You can place up to 9 (I think) points to check the colour ajustments, it's mostly used to monitor the colour chosen while ajustments are carried out.
Alt clicking will delete them, and if I remember rightly shift clicking in the white ballance tool will ad a point.
The other main use I can think of is for setting a custom camera callibration with a GretagMacbeth test chart.
