Can anyone put me in the right direction for understanding the best way this can be done?

Its more curiosity at this point but let me explain. Currently in London and possible everywhere else Apple have images plastered over every bus stop and tube station of photos taken by people with IPhones. These have then been "optimised" some how to be able to be printed on I think A1 size posters? (that may be the wrong size I'm just guessing)

I'm just curious how there able to print such large images from pictures taken on a IPhone. Is this simply a case of them throwing thousands of pounds at a editing company or can this be achieved by a mortal like myself? I've got a few photos I would happily print at maybe A4 but always thought an Image taken on a IPhone just wouldn't have the detail to be blown up, Am I wrong?
 
We recently had to print 40 inch prints from very low res phone images, it worked out something like 30ppi.
Client was advised of this but wanted them anyway. Close up they were very pixelated but from five feet looked fine.
Where they were being hung they were twenty feet from the viewer.
It's all relative. I would imagine a 39 inch print from the latest iPhone would not be an issue.
For commercial stuff however you can bet Apple have post processed
 
Just printed a pano from an iPhone 6 Shot in good sunlight and exposure was bob on. Quality looked stunning
