Yes
I had an idea to take a 1/4" grub screw and butterfly nut then drive the screw into a small fallen piece of tree branch and then attach to my monopod which will be using a spike to sink into the ground and use that as a portable perch. Before I do that , would there be such thing as a telescopic perch for bird photography that looks like a tree branch? I've not really found anything that I have imagined, does such a thing exist?

I've not seen any other than portable bird training perches for parrots, birds of prey etc.. but they are a little bulky, best bet is to knock something up yourself or hide sticks in the area if you revisit the same spot.

I’ve been thinking of using a couple of cable ties to attach a small branch to our bird feeder or the fence near the bird feeder

I would be very surprised if a bird decided to land on a perch that you just put out in a photogenic location. Maybe if it is something like a yardbird at a feeder. Generally, they need to become accustomed to it and decide they like it. But you could always get lucky I guess...

I do this... I have tiny branches on the hummingbird feeder, and a bigger branch on the seed feeder.
