I have spent the evening making my own bean bag and the fina cost was under a fiver.
Used a Mess bag from a local suppliers and it's taken 2kg of rice.

The bag is proofed nylon so I don't need to worry about getting it wet within reason.
Once filled I rolled back the top so I was sowing through 4 layers of fabric so the seams don't rip through. I also ran 2 seams. The bag is about 10x12" and I sowed it to 10x10.
End result is a usable bean bag, or at least I hope so.
