The Lumix cameras I know are digital, they have no film transport.It might be nothing to do with the lens. If the negatives are scratched it suggests something in the film transport, or maybe the scanning process.

Apparently yes you can, but it's not for the faint-hearted... I'm pretty confident/gung-ho but I'd recoil from this one. Too many opportunities for it to go pear-shaped
