A friend has a Lumix fixed lens camera that is showing a “scratch” mark on all images. The front of the lens is apparently clean.

Any recommendations for repairers? He lives in the Peak District.
 
It might be nothing to do with the lens. If the negatives are scratched it suggests something in the film transport, or maybe the scanning process.

The Lumix cameras I know are digital, they have no film transport.
 
Surely if it's identical on all images : sensor clean?
 
Apparently yes you can, but it's not for the faint-hearted... I'm pretty confident/gung-ho but I'd recoil from this one. Too many opportunities for it to go pear-shaped

I’ll find out what model he has. It may be cheaper to buy a used model and give up on the existing one. I would have thought that the sensor was well protected in a fixed lens camera.

If the error is always in the same place, perhaps it could be fixed by editing software?
 
I had a look at one of the images and removed the blemish in seconds using Lightroom. The error is always in the same place so I have suggested using a software fix rather than an expensive repair.
