I take it you can't dril completely through the pier? The blind hole/hollow bolt ideas suggested by wiseman and bass_junkie sound good, but if you don't need to disassemble the thing I would get it welded.

It depends on the size of the bolt/screw and the wall thickness of the pier. It may be that the wall is relatively thin, and there will not be enough threads for the bolt to hold.

The fences are an issue. I prefer to use autofocus because I have dodgy eyes and am not that confident using the manual focus, but it is nigh on impossible to use the autofocus with the fences, as the af willl latch onto the fence at any chance it gets. There are several points around the...
