I'm sure , In outlook you must have set the level,as ' High' under junk mail protection options. also please have a look under safe sender s..whom all have listed . For trial purposes only - could you open Mac mail instead of outlook. and see whether you see the same spam emails in inbox there.

Don't pay for it. Windows has auto cleaners these days but the best free option I would suggest is search for CCleaner and install the free version. very good in my opinion and has been using it for 7 years now and also make sure you check in the auto disk checker and auto disk fragmentation ON...
