I have the older 7200, bought it when it was brand new out-as I was shooting film back then. Even though it was cheap by comparison to the nikon/canon film scanners, I have never been dissapointed with it-and havent seen a flatbed scanner to match it yet.

pity-vista is crap! I wouldnt bother with the dell disk-unless they have changed in the last couple of years, dell discs used to just restore your computer to how it was "straight out of the box". So they would delete all your personal files!
All of above. Also most pc's come with on board graphics as well as a graphics card. So to rule out the graphics card as the problem, open up the pc, remove the graphics card, then plug monitor into the motherboards digital/vga connector (this is the on-board graphics).

Just researched a bit-looks like the 400d should be able to handle it, but format the card in Windows anyway-just to try. You may even have a duff or dodgy card - as there are a lot of fakes out there.
