I think the main advantage of a full frame system comes with the big clear viewfinder. At the right focal length a full frame system is much closer to what your eye sees than a croped sensor. This makes composition much easier as you do not have to copensate for the crop factor
You you really want to shoot the sky, maybe try b&w with a graduated high contrast filter. This will exagerate any intresting light variations / patterns in the clouds that you might not have noticed.
If you dont have a filter try using the digital version in lightroom.
Hopefully it will be nice and sunny so you probably could even get away with 1000th, especially if you up your ISO. Also if your zoomed right in it's a good idea to up your shutter speed accordingly. A good rule of thub is to always have a greater shutter speed than your focal length.This...
Definitly try a couple out first. Once you've bought into a brand you're in for life! most of the time anyway. Try jessops, my local has loads of different models out on display.
If you want the car to look completley still try using a very high shutter speed e.g. at least 500 or 1000th. Will depend on how fast the car is going though. Experiment a little to get it right
They can be a bit hit and miss. Went to an evening class when i was first getting into photography. Really wasn't that good, learnt a lot more from a simple how to book off the shelf.

Probably not the most portable option but you could try using a tripod from a good vantage point. This would allow you to have greater control over aperture and ISO. If you wanted to capture movement this may the best option as a slow shutter speed would be necessary.
The British Journal of Photography is pretty good, has intresting articles and very good photos. Less practical than some of the other mags out there though.
