If you're a UK photographer then as a rule you should do your accreditation through Silverstone but as Stevie said the deadline was on the 29th March.
Having said that you would still have been able to make the application through the WEC.
I do not do wedding photography but use primes for a good 80% of my work, anyway I do think is always good to have a good zoom lens in the bag, a 70-200 and 16-35 focal ranges would require you a few primes to get them covered.

I have both and I would go for the 1.4x if I were you, I previously used the 2x on a old 30d with 70-200 2.8 with good results although the AF was not great.
I'm currently using the 1.4 with 5d mk3 and 1dx bodies and works very good indeed.
I think with a general admission ticket you can get better ambiance shots rather than front on shots as you will have fences pretty much everywhere around the track, as I think on saturday you will be only allowed to the grandstand you paid for

Must be a round of the Japanese Super GT as that's what got me into liking motor sport photography, although I loved the cars back then(the likes of Honda NSX, Toyota Supra, Nissan GT-R R34, Mitsubishi FTO etc...) but not so much what they use now.
The advantages of this kind of courses are generally access. You generally get trackside, pitlane and media centre access.
I do agree that a course will not necessarily gives you what lots of practice could, but here you are paying for the access really.
I'm not sure how is it going to be at Moto GP, but generally on friday with a general admission ticket you should be able to move around, the problem is that at Valencia as far as I remember the public is allowed only on the grandstands
I've been there once, if you going as a spectator I don't think it is very 'photographer friendly' (most of the nice photos can be taken from the inside of the track IMHO) but depends also on whether if you will have to sit in one place for all day or if you'll be able to move around.
