I'm a Canon user so I can't comment on the specific lenses that you mentioned, but I typically use a 16-35 and find it to be appropriate for many landscape shots.

I typically use grad filters in Lightroom, but in some circumstances you need to use a filter when shooting. If a sky is totally blown out in a photo the grad filter tool in Lightroom (or any other program) won't have anything to work with.

I shoot sunsets tripod mounted and in manual mode. I use live view to check the exposure and make sure detail is being retained in the sky, and not blown out. A lot of times I'll bracket exposures for HDR merging, but I often like the results of a single shot better than the HDR merge.

When it comes to most filters I would recommend waiting till you feel like you really need them for a specific purpose. The exception would be a circular polarizer, which comes in handy very often. I find myself not using most of the filters that I have very often.

I have a huge list of places I want to photograph, some I have already visited in the past, and others I have never visited. I add to the list all the time. In some cases I have a particular season that I want to visit. Then when I have time to make a trip I refer to my list.
