I really can't say with any certainty which one would be the best.
But the worst camera and lens that you could ever get is/ are the ones you got but never used.
I mostly shoot landscapes with subjects coming as close as 3 feet away, so I'm stuck between f/8 and f/11, iso at 100 and adjusting the shutter speed accordingly. f/16 is still ok but it would be pushing the envelope for my taste.
If I were in your shoes, I'd also consider the Tokina 11-16 f/2.8 AT-X Pro

Cost is right in between Sigma 10-20 and Canon 10-22 but performance is top notch with a constant 2.8 aperture across the focal range.
@ Dogmatix: do you have a UV filter on with your 18-55 VR when you took those shots? Lens flare seems to extreme for that kind of lens.
