I echo what Dan has already said here.
Dull overcast day = flash
Sunny day = flash required for fill
Indoors = bounced flash required.
Your glass is fine but missing out on the 24-70 range.
If your going to be shooting the reception and it is a dark room them you will need the flash if...
Do you do any low light work? If so then keep your 17-55, besides if you sell this and get a zoom you will end up missing the range of the 17-55.
If you can afford the 70-200 F/4 L then go for it, great lens.
Alternate suggestion for you if cash is a problem.
Sell the 17-55 for lets say...
Was the flash defused? many togs will point the flash straight up or at and angle just to allow a small spread of light to be used as fill. instead of direct.
Registry offices will tend to state no photography while they are talking.
So you just wait for them to take a breath and fire...

Although this touch screen has gone up in price, I managed to get a 23inch HD screen for £149 and with a trade in of £60 = bargain at £89 :-)
