When I'm using my phone I don't think of it as "proper photography". But my Pixel 5 does take a nice pic! A few times I've been taking pics of buildings in the city centre with a long lens, and used the Pixel 5 for UWA shots to avoid changing lenses amidst a busy stream of people.

Long exposure can increase noise slightly (hence the "long enclosure noise reduction" setting on most cameras).
Obviously using a longer exposure and a low ISO is always going to beat a short exposure with a high ISO though.
Bearing in mind the budget I would definitely go down the Sony route for sensor size and lens availability, and future upgrade paths. I love my micro four thirds camera but low light isn't a strong point for sure.
To be honest I don't use photoshop for photos much except for a little final tweak to levels (for some reason I never quite get it right straight out of LR), resizing and sharpening. And if I need layers or cloning etc, but that's rare.
