Body
The 650D is an excellent choice. Body only, brand new can be had for under £500 and you might find used bodies in very good condition in the classifieds. With the 18-55 kit lens, it can be had for just under £530...
It is a brush preset in LR4 (discovered it today actually :)). Nothing too complicated by the looks of it - it sets Exposure to +0.41 and Saturation to -63.
It can be found in the Effect drop down if you select the Adjustment Brush tool (shortcut K).

It was a very simple edit in Lightroom 4. I used the 2012 Process.
Warmed up the photo slightly (Auto WB picked Temp +3 and Tint -9 which looked right on my laptop screen).
Tone
Exposure: -0.12
Contrast: +7
Highlights: -67
Shadow: +10...
50mm can be an awkward focal length on a crop body. For a bit more money, see if you can get hold of a 35mm f/2.0. The Sigma 30mm f/1.4 is also an excellent lens for indoor photography.
Completely agree - Zenfolio is brilliant but for the OP's needs, flickr would be ideal IMO. Yes, it does not allow the level of customisations that a pro Zenfolio account would give you but for amateur use, it's more than adequate. And it is a whole lot cheaper!

Yes, it does look like just the design has been tweaked slightly to match the recently refreshed 18-55 II (design changes aimed at bringing manufacturing costs down slightly).
