On the basis that the system will not come on and that the power supply fans should not start until you turn the system on i'm going to say rather confidently that its your psu (and don't want to sound big headed but just backing myself up by letting you know i've been building / repairing pc's...

Hi all I'm wanting to shoot waterfalls and general moving water with slower shutter speeds, as shooting at a desired shutter speed at the moment (to blur the flow of water) ends up in the water looking bleached out. Would you recommend a ND4 (which slows the shutter speed down by 2 stops) or...
