I have just come back from Cornwall and there are two I know of, Goonhilly down on the Lizard, it is run by BT and does not look like it is open to the public anymore. A second is GCHQ just north of Bude in the north of the county on the coast.
For park and ride try the A71 at Heriot Watt uni or along at the airport. You can drive down to Uphall station a couple of minutes from J3 and park at the railway station and get the train in, I have only ever had a one way ticket in to Edinburgh which was about £4.

I have the 70-200mm F/2.8 L II,I moved on from the Sigma version and noticed a difference in sharpness, AF speed and the Sigma used to 'hunt' every now and again for focus. Can't fault the Canon and have it on the camera half the time.
I would say it is well worth the money.
You can stack filters, but as Craft has said watch for a colour cast. The older Cokin filters used to give a magenta colour to the shot. If you are wanting to do seascapes, especially sunset/sunrises then look at a set of hard edge grad filters.
I found that if you were shooting in low light and had noise reduction set to high then it would have an effect on the fps. It used to shoot 4 or 5 frames then stop and then start again.
On my 5D mk3 I usually use the 24-105 for landscapes or sometimes the 16-35 for the wide end but find 24mm is as wide as I like to go most of the time.
On my 7D I only ever use the Sigma 10-20 lens.
Would agree with Keety, an N.D grad will add definition to the clouds and try long exposures.
