To start with it might be easier for you to do it at night, then you can have a 30sec exposure and let it run in continuous mode. Just do a few test shots for good exposure and then let your camera do the work. You should end up with something like this https://www.youtube.com/watch?v=bDH6eDQC7Do

My immediate reaction was no as the photo should do all the talking and that's how I voted. But upon further thought of different, possibly unconventional interpretations on the theme, I'm gonna change my mind and offer that a cleverly worded title or brief sentence might be helpful for some...

If it's only for surveillance then I think you can afford to drop the exposure levels down 2 stops or so aswell. Sacrifice a bit of exposure for shutter speed. As long as there's some detail in the face etc.
