There is a preference to turn this option off, I think I did have the option when I listed the item for sale to turn off other postal outlets and just have royal mail.

Looking for used camera where they have a B (bulb) setting for exposures longer than 30 seconds. I have been using an old Fuji S9500 9mp but has a B setting that is restricted.

No haven't tried printing in that manner, however if you have an interest Victorian photography you used to be able to pick up glass plate slides/negatives at antique fairs quite easy.
400 ASA HP5 is quite grainy film (it allows you take exposure readings in darker conditions) you wouldn't want to increase the grain in prints, but if you did you could use the developer at a higher temperature than 20 degree C, an outdate developer, which you had no control of using snappy...
I'd agree with all of the above, I would also look at the ISO/ASA of the film the higher the value the grainer the negative will be, also with the 2nd shoot if this is an enlargement of a part of the negative it will show up more grain in the final print.
