    You get what you pay for. The EF 70-300 mm f/4-5.6 IS USM isn't as good as the EF 70-200 mm f/4L IS USM, but it's not as expensive either. The old 70-300 is weakest at the longest range, so you don't loose much by considering a 70-200 mm lens instead.

    As others have said - it doesn't matter. Shutter life varies so extensively from one camera to another that it's not important if a camera has been used this or that many exposures. One with 10000 actuations may fail on the next, but another sample of the same model, with 100000 actuations...

    It's not just taking the picture, it's also the question about aiming and focusing. The 7D performed surprisingly well there. Regarding the inevitable noise at high ISO, I'm of the opinion that if that's a problem in action photos, then the action is too dull.
