Aye but the sentence is imprisonment, i.e. loss of liberty, which should be enough of a punishment.
Plus, it's easier - and therefore cheaper - to control people if they are maintained at some level of contentment.
Thanks. Says "one-in-three [of the thirty] carried out a second murder" on release from prison but, while it states that all thirty were "killers", it doesn't say whether they were all murderers.
